Conflict of Interest Guidelines

Voting members and Regular members as defined by our Bylaws work for NYS organizations and therefore are subject to the provisions outlined in the Public Officers Law issued by the New York State Ethics Commission.

The Council acknowledges that there will be interactions with for-profit vendors at official Council functions. The Council further recognizes that these interactions may bring demonstrations of their latest HRD products and services to our members and possibly to our agencies. It is through these demonstrations at Council functions that State agency training staff learn best practices in the private sector.

However, reference to any specific commercial products, process or service by trade name, trademark manufacturer, or otherwise, does not necessarily constitute or imply its endorsement, recommendation, or favoring by the New York State Training Council.

No single Training Council member should be able to unduly influence who appears at official Council functions, including the Annual Institute, Program meetings and Professional Development workshops. If any member feels a conflict of interest exists, they should contact the appropriate Council committee chair or the Executive Committee.  

When possible, Council committees involved in developing programs or workshops should identify topics in advance, solicit proposals from vendors and pick and choose on quality of proposal.
